When choosing a pants size 24, 25, 26, etc, how do you figure out your size?
I'm normally either a size 2 or 4 and the pants I'm fixing to purchase are high-waisted jeans. I don't know if I'm supposed to go by my waist measurement also or my hip measurement.
When you are wearing this sizing, it goes by your waist.
Here is a fitting guide from Nordstrom. So judging from your size of a 2 or 4, you would most likely be a 25 or 26. But always go buy your actual waist size.

If i wear a 30 pants size, what size under armours pants would fit?
i want a pair of under armour pants for running in this cold weather but im not sure what size to wear. im normaly around a 29 or 30 pants size. so would i be a Medium or Large (im guessing medium but who knows.
I am a 32 (used to be a 30 not to long ago) and find that I prefer the large cold gear although Mediums do fit.
